In the campaign for leadership of the British Conservative party, prime ministerial wannabe, Rishi Sunak, announced that he wanted to phase out all university degrees with low ‘earning potential’. This would mean the end of undergraduate courses in fashion, film, philosophy, English language and media studies. And linguistics. More of an attention-grabbing soundbite than anything else, it reflects a view of education that is shared by his competitor, Liz Truss, who ‘is passionate about giving every child basic maths and science skills’ as a way of driving the contribution of education to the economy.

It’s a view that is shared these days by practically everyone with any power and influence, from national governments to organisations like the EU and the OECD (Schuller, 2000). It is rooted in the belief that what matters most in education are the teachable knowledges, skills and competences that are relevant to economic activity (as the OECD puts it). These competences are seen to be essential to economic growth and competitivity, and essential to individuals to enhance their employment potential. Learning equals earning. The way for societies to push this orientation to education is to allow market forces to respond to the presumed demands of the consumers of education (students and their sponsors), as they seek to obtain the best possible return on their investment in education. Market forces are given more power when education is privatized and uncoupled from the state. For this to happen, the market may need a little help in the form of policies from the likes of Sunak and Truss.

This set of beliefs has a name: human capital theory (Becker, 1993). Human capital refers both to the skills that individuals ‘bring to bear in the economy and the need for capital investment in these’ (Holborow, 2012). It is impossible to overstate just how pervasive this theory in contemporary approaches to education is. See, for example, this selection of articles from Science Direct. It is also very easy to forget how recently the lens of human capital has become practically the only lens through which education is viewed.

Contemporary language teaching is perhaps best understood as a series of initiatives that have been driven by human capital theory. First and foremost, there is the global ‘frenzied rush towards acquiring English’ (Holborow, 2018), driven both by governments and by individuals who see that foreign language competence (especially English) ‘might […]open up new opportunities for students [and] assist them in breaking social barriers’ (Kormos & Kiddle, 2013). Children, at ever younger ages (even pre-school), are pushed towards getting a headstart in the race to acquire human capital, whilst there has been an explosive growth in EMI courses (Lasagabaster, 2022). At the same time, there has been mushrooming interest in so-called 21st century skills (or ‘life skills’ / ‘global skills’) in the English language curriculum. These skills have been identified by asking employers what skills matter most to them when recruiting staff. Critical and creative thinking skills may be seen as having pre-Human Capital, intrinsic educational worth, but it is their potential contribution to economic productivity that explains their general current acceptance.

Investments in human capital need to be measured and measurable. Language teaching needs to be made accountable. Our preoccupation with learning outcomes is seen in the endless number of competency frameworks, and with new tools for quantifying language proficiency. Technology facilitates this evaluation, promises to deliver language teaching more efficiently, and technological skills are, after English language skills themselves, seen to be the most bankable of 21st century skills. Current interest in social-emotional learning – growth mindsets, grit, resilience and so on – is also driven by a concern to make learning more efficient.

In all of these aspects of language teaching / learning, the private sector (often in private-public partnerships) is very visible. This is by design. Supported by the state, the market economy of education grows in tandem with the rising influence of the private sector on national educational policy. When education ministers lose their job, they can easily find well-paid consultancies in the private sector (as in the case of Sunak and Truss’s colleague, Gavin Williamson).

One of the powers of market-economy ideologies is that it often seems that ‘there is no alternative’ (TINA). There are, however, good reasons to try to think in alternative terms. To begin with, and limiting ourselves for the moment to language teaching, there is a desperate lack of evidence that starting English language learning at very young ages (in the way that is most typically done) will lead to any appreciable gains in the human capital race. It is generally recognised that EMI is highly problematic in a variety of ways (Lasagabaster, 2022). The focus on 21st century skills has not led to any significant growth in learning outcomes when these skills are measured. There is a worrying lack of evidence that interventions in schools to promote improvements in critical or creative thinking have had much, if any, impact at all. Similarly, there is a worrying lack of evidence that attention to growth mindsets or grit has led to very much at all. Personalized learning, facilitated by technology, likewise has a dismal track record. At the same time, there is no evidence that the interest in measuring learning outcomes has led to any improvement in those outcomes. For all the millions and millions that have been invested in all these trends, the returns have been very slim. Perhaps we would have done better to look for solutions to those aspects of language teaching which we know to be problematic. The obsession with synthetic syllabuses delivered by coursebooks (or their online equivalents) comes to mind.

But beyond the failure of all these things to deliver on their promises, there are broader issues. Although language skills (usually English) have the potential to enhance employment prospects, Holborow (2018) has noted that they do not necessarily do so (see, for example, Yeung & Gray, 2022). Precisely how important language skills are is very hard to determine. A 2016 survey by Cambridge English found that ‘approximately half of all employers offer a better starting package to applicants with good English language skills’ and a similar number indicate that these skills result in faster career progression. But these numbers need to be treated with caution, not least because Cambridge English is in the business of selling English. More importantly, it seems highly unlikely that the figures that are reported reflect the reality of job markets around the world. The survey observes that banking, finance and law are the sectors with the greatest need for such skills, but these are all usually graduate posts. An average of 39% of the population in OECD countries has tertiary education; the percentage is much lower elsewhere. How many students of a given age cohort will actually work in these sectors? Even in rich countries, like Germany and the Netherlands, between 40 and 60% of workers are employed in what is termed ‘nonstandard forms of work’ (OECD, 2015) where language skills will count for little or nothing. These numbers are growing. Language skills are of most value to those students who are already relatively advantaged. That is not to say that there are no potential benefits to everyone in learning English, but these benefits will not be found in better jobs and wages for the majority. One interesting case study describes how a Swiss airport company exploits the language skills of migrant workers, without any benefits (salary or mobility) accruing to the workers themselves (Duchêne, 2011).

The relationship between learning English and earning more is a lot more complex than is usually presented. The same holds true for learning more generally. In the US, ‘nearly two-thirds of job openings in 2020 required no more than a high school diploma’ (Brown et al., 2022: 222). Earnings for graduates in real terms are in decline, except for those at the very top. For the rest, over $1.3 trillion in student loan debt remains unpaid. Elsewhere in the world, the picture is more mixed, but it is clear that learning does not equal earning in the global gig economy.

This evident uncoupling of learning from earning has led some to conclude that education is ‘a waste of time and money’ (Caplan, 2018), a view that has been gaining traction in the US. It’s not an entirely unreasonable view, if the only reason for education is seen to be its contribution to the economy. More commonly, the reaction has been to double-down on human capital theory. In Spain, for example, with its high levels of youth unemployment, there are calls for closer links between educational institutions, and graduates themselves are blamed for failing to take ‘advantage of the upgrading in the demand for skills’ (Bentolilla et al., 2022). This seems almost wilfully cruel, especially since the authors note that there is global trend in falling economic returns in tertiary education (ILO, 2020).

But, rather than doubling-down on human capital theory (e.g. more vocational training, more efficient delivery of the training), it might be a good idea to question human capital theory itself. Both early and more recent critics have tended to accept without hesitation that education can enhance worker productivity, but argue that, as a theory, it is too simplistic to have much explanatory power, and that the supporting evidence is weak, vague or untestable (Bowles & Gintis, 1975; Fix, 2018). Language skills, like education more generally, do not always lead to better employment prospects and salaries, because ‘wider, systemic social inequalities come into play’ (Holborow, 2018). It is not because black women need to brush up on their 21st century skills that they earn less than white men.

Until recently, critics of human capital theory have been a minority, and largely unheard, voice. But this appear to be changing. The World Bank, more guilty than anyone for pushing human capital theory on the global stage (see here), has recognised that hoped-for job outcomes do not always materialize after massive investments in training systems (World Bank, 2013). Mainstream critics include the Nobel prize winners Joseph Stiglitz and Amartya Sen, and the recent OUP title, ‘The Death of Human Capital?’ (Brown et al., 2020) is likely to spur debate further. The assumption that human capital theory holds water no longer holds water.

When we turn back to English language teaching, we might benefit from some new thinking. For sure, there will be large numbers of English language learners whose only purpose in studying is utilitarian, whose primary desire is to enhance their human capital. But there are also millions, especially children studying in public schools, for whom things are rather different. A major change in thinking involves a reconceptualization of the point of all this English study. If learning English is not, for the majority, seen primarily as a preparation for the workplace, but as compensation for the realities of (un)employment (Brown et al., 2020: 13), most of the recent innovations in ELT would become highly suspect. We would have a much less impoverished view of ‘the complex and multifaceted nature of language’ (Holborow, 2018) and we would find more space for plurilingual practices. A brake on relentless Englishization might be no bad thing (Wilkinson & Gabriëls, 2021). We might be able to explore more fully artistic and creative uses of language. Who knows? We might finally get round to wider implementation of language teaching approaches that we know have a decent chance of success.

The pandemic has affected all learners, but the more vulnerable the learner, the harder they have been hit. The evidence is very clear that Covid and the response of authorities to it has, in the words of UNESCO , ‘increased inequalities and exacerbated a pre-existing education crisis’. Learning poverty (a term coined by UNESCO and the World Bank), which refers to the ability to read and understand a simple text by the age of 10, is just one way of looking at these inequalities. Before the pandemic, 53% of children in low and middle income countries (and 9% in high income countries) were living in learning poverty. According to the World Bank (Azevedo et al., 2021), the pandemic will amplify this crisis with the figure rising to somewhere between 63% and 70%. The fear is that the recovery from Covid may be ‘similarly inequitable and that the effects of COVID-19 will be long-lasting’ (ibid.).

Inequity was not, of course, the only problem that educational systems faced before the pandemic. Since the turn of the millennium, it has been common to talk about ‘reimagining education’, and use of this phrase peaked in the summer of 2020. Leading the discoursal charge was Andreas Schleicher, head of education at the OECD, who saw the pandemic as ‘a great moment’ for education, since ‘the current wave of school closures offers an opportunity for experimentation and for envisioning new models of education’. Schleicher’s reimagining involves a closely intertwined privatization (by ending state monopolies) and digitalization of education (see this post for more details). Other reimaginings are usually very similar. Yong Zhao, for example, does not share Schleicher’s enthusiasm for standardized tests, but he sees an entrepreneurial, technology-driven, market-oriented approach as the way forward. He outlined this, pre-pandemic, in his book An Education Crisis is a Terrible Thing to Waste (Zhao et al., 2019), and then picked up on the pandemic (Zhao, 2020) to reiterate his ideas and, no doubt, to sell his book – all ‘in the spirit’, he writes, ‘of never wasting a good crisis’.

It was Churchill who first said ‘Never let a good crisis go to waste’, but it is often attributed to Emanuel Rahm, Obama’s Chief of Staff, who said the same thing in reference to the financial crisis of 2009. As we have seen in the last two years, crises can be good opportunities to push through policy changes. Viktor Orbán provides a good example. Crises can also be a way to make a financial killing, a practice known as ‘disaster capitalism’ (Loewenstein, 2017). Sometimes, it’s possible to change policy and turn a tidy profit at the same time. One example from the recent past shows us the way.

Following Hurricane Katrina in 2005, education was massively disrupted in New Orleans and the surrounding areas. Arne Duncan, who became Obama’s Secretary for Education a few years after Katrina, had this to say about the disaster: “Let me be really honest. I think the best thing that happened to the education system in New Orleans was Hurricane Katrina. That education system was a disaster, and it took Hurricane Katrina to wake up the community to say that ‘We have to do better.’” The reform that followed, inspired by Milton Friedman, involved replacing New Orleans’ public school system with privately run charter schools. The change took place with ‘military speed and precision’, compared to the ‘glacial pace’ with which levees and the electricity grid were repaired (Klein, 2007: 5). Nearly 5000 unionized teachers were fired, although some of the younger ones were rehired on reduced salaries. Most of the city’s poorer residents were still in exile when the changes took place: the impact on the most vulnerable students was entirely predictable. ‘The social and economic situation always bleeds into the school, said one researcher into the impact of the catastrophe.

Disaster capitalism may, then, be a useful lens through which to view the current situation (Moore et al., 2021). Betsy DeVos, Trump’s Secretary for Education, stated that the pandemic was an opportunity to ‘look very seriously at the fact that K-12 education for too long has been very static and very stuck in one method of delivering and making instruction available’ (Ferrari, 2020). What DeVos, who was famous for having described public education as a ‘dead end’, meant by this was privatization and digitalization, and privatization through digitalization. Although the pandemic is far from over, we can already begin to ask: has the crisis been wasted?

Turning from the US to Europe, a fascinating report by Zancajo et al (2022) examines the educational policy responses to Covid in a number of European countries. The first point to note is that the recovery plans of these countries is not fundamentally any different from pre-pandemic educational policy. The Covid-19 pandemic has simply ‘served as a catalyst to accelerate preexisting digitization policies in education systems’. Individual states are supported by the European Commission’s Digital Education Action Plan 2021–2027 (European Commission, 2021) which lists three main priorities: making use of technology, the development of digital skills for teachers and learners, and the increased use of data to improve education. The focus of attention of education policy in the national recovery plans of individual EU countries is almost completely monopolized by digitalization. Covid has not led to any reimagining of education: it has simple been ‘a path accelerator contributing to strengthening policy instruments and solutions that were already on the agenda (Zancajo et al., 2022). Less overtly obvious than digitalization has been the creeping privatization that occurs when a greater proportion of national education budgets is spent on technology provided by private companies.

Creeping privatization has been especially noticeable in British universities, which, for years, have been focusing on the most profitable ‘revenue streams’ and on cutting the costs of academic labour. The pandemic has been used by some (Leicester and Manchester, for example) as a justification for further restructuring, cost-cutting and the development of new digitally-driven business models (Nehring, 2021). In schools, the private technology providers were able to jump in quickly because the public sector was unprepared, and, in so doing, position themselves as essential services. The lack of preparedness of the public sector is not, of course, unsurprising, since it has been underfunded for so long. Underfund – create a crisis – privatize the solution: such has long been the ‘Shock Doctrine’ game plan of disaster capitalists. Naomi Klein has observed that where we have ended up in post-Covid education is probably where we would have ended up anyway: Covid accelerated the process by ten years.

Williamson and Hogan (2020) describe the current situation in the following terms:

The pivot to online learning and ‘emergency remote teaching’ has positioned educational technology (edtech) as an integral component of education globally, bringing private sector and commercial organisations into the centre of essential educational services. […] A global education industry of private and commercial organisations has played a significant role in educational provision during the Covid-19 crisis, working at local, national and international scales to insert edtech into educational systems and practices. It has often set the agenda, offered technical solutions for government departments of education to follow, and is actively pursuing long-term reforms whereby private technology companies would be embedded in public education systems during the recovery from the Covid-19 crisis and beyond it in new models of hybrid teaching and learning. […] Supported by multilateral policy influencing organisations and national government departments, these companies have integrated schools, teachers and students into their global cloud systems and online education platforms, raising the prospect of longterm dependencies of public education institutions on private technology infrastructures.

And where is educational equity in all this? Even the OECD is worried – more assessment is needed to identify learning losses, they say! A pandemic tale from California will give us a clue. When schools shut down, 50% of low-income California students lacked the necessary technology to access distance learning (Gutentag, 2020). Big Tech came riding to the rescue: donations from companies like HP, Amazon, Apple, Microsoft and Google made it possible for chromebooks and wifi hotspots to be made available for every student, and California legislators and corporations could congratulate themselves on closing the ‘digital divide’ (ibid.). To compensate for increased problems of homelessness, poverty, hunger, and discrimination, the most vulnerable students now have a laptop or tablet, with which they can generate data to be monetized by the tech vendors (Feathers, 2022).

Seven years ago, the British Council brought out a report (Dearden, 2014), entitled ‘English as a medium of instruction – a growing global phenomenon’. The report noted the ‘rapid expansion’ of EMI provision, but observed that in many countries ‘there is a shortage of linguistically qualified teachers; there are no stated expectations of English language proficiency; there appear to be few organisational or pedagogical guidelines which might lead to effective EMI teaching and learning; there is little or no EMI content in initial teacher education (teacher preparation) programmes and continuing professional development (in-service) courses’.

Given issues such as these, we should not expect research findings about the efficacy of EMI to be unequivocally positive, and the picture that emerges from EMI research is decidedly mixed. In some countries, learning of academic content has deteriorated, and drop-out rates have been high, but we do not have enough information to make global generalisations. Improvements in English language skills are also often disappointing, although a number of research reports indicate gains in listening. We cannot, however, assume that following EMI studies will lead to greater language gains than, say, attending fewer hours of an intensive English course. The idea that two birds can be killed with one stone remains speculative.

The widespread rolling-out of EMI programmes in higher education has led to concerns about a negative effect on the status of other languages. There is also a danger that EMI may exacerbate social inequalities. Those who are most likely to benefit from the approach are ‘those whose life chances have already placed them in a position to benefit from education’ (Macaro, 2018). It is clear that EMI has spread globally without sufficient consideration of both its benefits and its costs.

This year, the British Council brought out another report on EMI (Sahan, et al., 2021), looking at EMI in ODA-categorised countries, i.e. receivers of foreign aid, mostly in the Global South. What has changed in the intervening seven years? The short answer is not a lot. Unabated growth continues: problematic issues remain problematic. Support for EMI lecturers remains limited and, when it is offered, usually takes the form of improving teachers’ general English proficiency. The idea that EMI lecturers might benefit from ‘training in appropriate materials selection, bilingual teaching pedagogies, strategies for teaching in multilingual or multicultural classrooms, [or] an awareness of their students’ disciplinary language needs’ does not seem to have taken root. The insight that EMI requires a shift in methodology in order to be effective has not really got through either, and this, despite the fact that it is well-known that many lecturers perceive EMI as a challenge. The growing body of research evidence showing the positive potential of plurilingual practices in higher education EMI (e.g. Duarte & van der Ploeg, 2019) is not, it would appear, widely known to universities around the world offering EMI classes. The only mention of ‘plurilingualism’ that I could find in this report is in the context of a discussion about how the internationalization (aka Englishization) of higher education acts as a counter-force to the plurilingualism promoted by bodies like the Council of Europe.

The home of the Council of Europe’s ‘European Centre for Modern Languages (ECML)’ is in Austria, where I happen to live. Here’s what the ECML’s website has to say about itself:

Developing every individual’s language repertoire and cultural identities and highlighting the social value of linguistic and cultural diversity lie at the core of ECML work. Plurilingual education embraces all language learning, e.g. home language/s, language/s of schooling, foreign languages, and regional and minority languages.

To support plurilingual education, a ‘Framework of Reference for Pluralistic Approaches to Languages and Cultures’ has been developed, along with a bank of resources and teaching materials that are linked to the descriptors in the frame of reference. Plurilingualism is clearly taken very seriously, and, across the country there are many interesting plurilingual initiatives in primary and secondary schools.

But not at universities. There is steady growth in EMI, especially at master’s level. Almost a quarter of all master’s at the University of Vienna, for example, are EMI. However, this has not been accompanied by any real thought about how EMI changes things or how EMI could best be implemented. It has simply been assumed that the only thing that differentiates teaching in German from using EMI is the choice of language itself (Dannerer et al., 2021). Only when things go wrong and are perceived as problematic (e.g. severe student dropout rates) ‘does the realization follow that there is so much more to teaching in another medium than language proficiency alone’ (ibid). Even language proficiency is not deemed especially worthy of serious consideration. Dannerer et al (2021) note that ‘the skills of teachers […] are neither tested nor required before they begin to offer courses in English. Although there are English language courses for students, academic, and administrative staff, they are mainly voluntary.’ There are no clear policies ‘as to when English or other languages should be employed, by whom, and for what’ (ibid). In summary, ‘linguistic and cultural plurality in Austrian higher education is not considered an asset that brings added value in terms of institutional diversity or internationalization at home’. Rather, in the context of EMI, it is something that can be Englishized and ignored.

Higher education EMI in Austria, then, is, in some ways, not so very different from EMI in the countries that feature in the recent British Council report. Or, for that matter, anywhere else in the world, with just a few exceptions (such as a number of universities in bilingual parts of Spain). My question is: why is this the case? Why would universities not actively pursue and promote plurilingual approaches as part of their EMI provision, if, as seems highly probable, this would result in learning gains? Are they really unaware of the potential benefits of plurilingual approaches in EMI? Is the literature out there (e.g. Paulsrud, et al., 2021) beyond their budgets? Have they, perhaps, just not got round to it yet? Is there, perhaps, some sort of problem (contracts? pay? time?) in training the lecturers? Or, as the British Council report seems to suggest, is there some irreconcilable tension between plurilingualism and the Englishizing world of most EMI? And, if this is the case, could it be that plurilingualism is fighting a losing battle?

What is the ‘new normal’?

Among the many words and phrases that have been coined or gained new currency since COVID-19 first struck, I find ‘the new normal’ particularly interesting. In the educational world, its meaning is so obvious that it doesn’t need spelling out. But in case you’re unclear about what I’m referring to, the title of this webinar, run by GENTEFL, the Global Educators Network Association of Teachers of English as a Foreign Language (an affiliate of IATEFL), will give you a hint.

Teaching in a VLE may be overstating it a bit, but you get the picture. ‘The new normal’ is the shift away from face-to-face teaching in bricks-and-mortar institutions, towards online teaching of one kind or another. The Malaysian New Straits Times refers to it as ‘E-learning, new way forward in new norm’. The TEFL Academy says that ‘digital learning is the new normal’, and the New Indian Express prefers the term ‘tech education’.

Whose new normal?

There is, indeed, a strong possibility that online learning and teaching may become ‘the new normal’ for many people working in education. In corporate training and in higher education, ‘tech education’ will likely become increasingly common. Many universities, especially but not only in the US, Britain and Australia, have been relying on ‘international students’ (almost half a million in the UK in 2018/ 2019), in particular Chinese, to fill their coffers. With uncertainty about how and when these universities will reopen for the next academic year, a successful transition to online is a matter of survival – a challenge that a number of universities will probably not be able to rise to. The core of ELT, private TEFL schools in Inner Circle countries, likewise dependent on visitors from other countries, has also been hard hit. It is not easy for them to transition to online, since the heart of their appeal lies in their physical location.

But elsewhere, the picture is rather different. A recent Reddit discussion began as follows: ‘In Vietnam, [English language] schools have reopened and things have returned to normal almost overnight. There’s actually a teacher shortage at the moment as so many left and interest in online learning is minimal, although most schools are still offering it as an option’. The consensus in the discussion that follows is that bricks-and-mortar schools will take a hit, especially with adult (but not kids’) groups, but that ‘teaching online will not be the new normal’.

By far the greatest number of students studying English around the world are in primary and secondary schools. It is highly unlikely that online study will be the ‘new normal’ for most of these students (although we may expect to see attempts to move towards more blended approaches). There are many reasons for this, but perhaps the most glaringly obvious is that the function of schools is not exclusively educational: child-care, allowing parents to go to work, is the first among these.

We can expect some exceptions. In New York, for example, current plans include a ‘hybrid model’ (a sexed-up term for blended learning), in which students are in schools for part of the time and continue learning remotely for the rest. The idea emerged after Governor Andrew Cuomo ‘convened a committee with the Bill and Melinda Gates Foundation to reimagine education for students when school goes back in session in the fall’. How exactly this will pan out remains to be seen, but, in much of the rest of the world, where the influence of the Gates Foundation is less strong, ‘hybrid schooling’ is likely to be seen as even more unpalatable and unworkable than it is by many in New York.

In short, the ‘new normal’ will affect some sectors of English language teaching much more than others. For some, perhaps the majority, little change can be expected once state schools reopen. Smaller classes, maybe, more blended, but not a wholesale shift to ‘tech education’.

Not so new anyway!

Scott Galloway, a New York professor of marketing and author of the best-selling ‘The Four’ (an analysis of the Big Four tech firms), began a recent blog post as follows:

After COVID-19, nothing will be the same. The previous sentence is bullsh*t. On the contrary, things will never be more the same, just accelerated.

He elaborates his point by pointing out that many universities were already in deep trouble before COVID. Big tech had already moved massively into education and healthcare, which are ‘the only two sectors, other than government, that offer the margin dollars required to sate investors’ growth expectations’ (from another recent post by Galloway). Education start-ups have long been attracting cheap capital: COVID has simply sped the process up.

Coming from a very different perspective, Audrey Watters gave a conference presentation over three years ago entitled ‘Education Technology as ‘The New Normal’’. I have been writing about the normalization of digital tools in language teaching for over six years. What is new is the speed, rather than the nature, of the change.

Galloway draws an interesting parallel with the SARS virus, which, he says, ‘was huge for e-commerce in Asia, and it helped Alibaba break out into the consumer space. COVID-19 could be to education in the United States what SARS was to e-commerce in Asia’.

‘The new normal’ as a marketing tool

Earlier in this post, I mentioned three articles that discussed the ‘new normal’ in education. The first of these, from the New Straits Times, looks like a news article, but features extensive quotes from Shereen Chee, chief operating officer of Sunago Education, a Malaysian vendor of online English classes. The article is basically an advert for Sunago: one section includes the following:

Sunago combines digitisation and the human touch to create a personalised learning experience. […] Chee said now is a great time for employers to take advantage of the scheme and equip their team with enhanced English skills, so they can hit the ground running once the Covid-19 slump is over.

The second reference about ‘digital learning is the new normal’ comes from The TEFL Academy, which sells online training courses, particularly targeting prospective teachers who want to work online. The third reference, from the New Indian Express, was written by Ananth Koppar, the founder of Kshema Technologies Pvt Ltd, India’s first venture-funded software company. Koppar is hardly a neutral reporter.

Other examples abound. For example, a similar piece called ‘The ‘New Normal’ in Education’ can be found in FE News (10 June 2020). This was written by Simon Carter, Marketing and Propositions Director of RM Education, an EdTech vendor in the UK. EdTech has a long history of promoting its wares through sponsored content and adverts masquerading as reportage.

It is, therefore, a good idea, whenever you come across the phrase, ‘the new normal’, to adopt a sceptical stance from the outset. I’ll give two more examples to illustrate my point.

A recent article (1 April 2020) in the ELTABB (English Language Teachers Association Berlin Brandenburg) journal is introduced as follows:

With online language teaching being the new normal in ELT, coaching principles can help teachers and students share responsibility for the learning process.

Putting aside, for the moment, my reservations about whether online teaching is, in fact, the new normal in ‘ELT’, I’m happy to accept that coaching principles may be helpful in online teaching. But I can’t help noticing that the article was written by a self-described edupreneur and co-founder of the International Language Coaching Association (€50 annual subscription) which runs three-day training courses (€400).

My second example is a Macmillan webinar by Thom Kiddle called ‘Professional Development for teachers in the ‘new normal’. It’s a good webinar, a very good one in my opinion, but you’ll notice a NILE poster tacked to the wall behind Thom as he speaks. NILE, a highly reputed provider of teacher education courses in the UK, has invested significantly in online teacher education in recent years and is well-positioned to deal with the ‘new normal’. It’s also worth noting that the webinar host, Macmillan, is in a commercial partnership with NILE, the purpose of which is to ‘develop and promote quality teacher education programmes worldwide’. As good as the webinar is, it is also clearly, in part, an advertisement.

The use of the phrase ‘the new normal’ as a marketing hook is not new. Although its first recorded use dates back to the first part of the 20th century, it became more widespread at the start of the 21st. One populariser of the phrase was Roger McNamee, a venture capitalist and early investor in technology, including Facebook, who wrote a book called ‘The New Normal: Great Opportunities in a Time of Great Risk’ (2004). Since then, the phrase has been used extensively to refer to the state of the business world after the financial crisis of 2018. (For more about the history of the phrase, see here.) More often than not, users of the phrase are selling the idea (and sometimes a product) that we need to get used to a new configuration of the world, one in which technology plays a greater role.

Normalizing ‘the new normal’

Of all the most unlikely sources for a critique of ‘the new normal’, the World Economic Forum has the following to offer in a blog post entitled ‘There’s nothing new about the ‘new normal’. Here’s why’:

The language of a ‘new normal’ is being deployed almost as a way to quell any uncertainty ushered in by the coronavirus. With no cure in sight, everyone from politicians and the media to friends and family has perpetuated this rhetoric as they imagine settling into life under this ‘new normal’. This framing is inviting: it contends that things will never be the same as they were before — so welcome to a new world order. By using this language, we reimagine where we were previously relative to where we are now, appropriating our present as the standard. As we weigh our personal and political responses to this pandemic, the language we employ matters. It helps to shape and reinforce our understanding of the world and the ways in which we choose to approach it. The analytic frame embodied by the persistent discussion of the ‘new normal’ helps bring order to our current turbulence, but it should not be the lens through which we examine today’s crisis.

We can’t expect the World Economic Forum to become too critical of the ‘new normal’ of digital learning, since they have been pushing for it so hard for so long. But the quote from their blog above may usefully be read in conjunction with an article by Jun Yu and Nick Couldry, called ‘Education as a domain of natural data extraction: analysing corporate discourse about educational tracking’ (Information, Communication and Society, 2020, DOI: 10.1080/1369118X.2020.1764604). The article explores the general discursive framing by which the use of big data in education has come to seem normal. The authors looked at the public discourse of eight major vendors of educational platforms that use big data (including Macmillan, Pearson, Knewton and Blackboard). They found that ‘the most fundamental move in today’s dominant commercial discourse is to promote the idea that data and its growth are natural’. In this way, ‘software systems, not teachers, [are] central to education’. Yu and Couldry’s main interest is in the way that discourse shapes the normalization of dataveillance, but, in a more general sense, the phrase, ‘the new normal’, is contributing to the normalization of digital education. If you think that’s fine, I suggest you dip into some of the books I listed in my last blog post.

Colloquium

At the beginning of March, I’ll be going to Cambridge to take part in a Digital Learning Colloquium (for more information about the event, see here ). One of the questions that will be explored is how research might contribute to the development of digital language learning. In this, the first of two posts on the subject, I’ll be taking a broad overview of the current state of play in edtech research.

I try my best to keep up to date with research. Of the main journals, there are Language Learning and Technology, which is open access; CALICO, which offers quite a lot of open access material; and reCALL, which is the most restricted in terms of access of the three. But there is something deeply frustrating about most of this research, and this is what I want to explore in these posts. More often than not, research articles end with a call for more research. And more often than not, I find myself saying ‘Please, no, not more research like this!’

First, though, I would like to turn to a more reader-friendly source of research findings. Systematic reviews are, basically literature reviews which can save people like me from having to plough through endless papers on similar subjects, all of which contain the same (or similar) literature review in the opening sections. If only there were more of them. Others agree with me: the conclusion of one systematic review of learning and teaching with technology in higher education (Lillejord et al., 2018) was that more systematic reviews were needed.

Last year saw the publication of a systematic review of research on artificial intelligence applications in higher education (Zawacki-Richter, et al., 2019) which caught my eye. The first thing that struck me about this review was that ‘out of 2656 initially identified publications for the period between 2007 and 2018, 146 articles were included for final synthesis’. In other words, only just over 5% of the research was considered worthy of inclusion.

The review did not paint a very pretty picture of the current state of AIEd research. As the second part of the title of this review (‘Where are the educators?’) makes clear, the research, taken as a whole, showed a ‘weak connection to theoretical pedagogical perspectives’. This is not entirely surprising. As Bates (2019) has noted: ‘since AI tends to be developed by computer scientists, they tend to use models of learning based on how computers or computer networks work (since of course it will be a computer that has to operate the AI). As a result, such AI applications tend to adopt a very behaviourist model of learning: present / test / feedback.’ More generally, it is clear that technology adoption (and research) is being driven by technology enthusiasts, with insufficient expertise in education. The danger is that edtech developers ‘will simply ‘discover’ new ways to teach poorly and perpetuate erroneous ideas about teaching and learning’ (Lynch, 2017).

This, then, is the first of my checklist of things that, collectively, researchers need to do to improve the value of their work. The rest of this list is drawn from observations mostly, but not exclusively, from the authors of systematic reviews, and mostly come from reviews of general edtech research. In the next blog post, I’ll look more closely at a recent collection of ELT edtech research (Mavridi & Saumell, 2020) to see how it measures up.

1 Make sure your research is adequately informed by educational research outside the field of edtech

Unproblematised behaviourist assumptions about the nature of learning are all too frequent. References to learning styles are still fairly common. The most frequently investigated skill that is considered in the context of edtech is critical thinking (Sosa Neira, et al., 2017), but this is rarely defined and almost never problematized, despite a broad literature that questions the construct.

2 Adopt a sceptical attitude from the outset

Know your history. Decades of technological innovation in education have shown precious little in the way of educational gains and, more than anything else, have taught us that we need to be sceptical from the outset. ‘Enthusiasm and praise that are directed towards ‘virtual education, ‘school 2.0’, ‘e-learning and the like’ (Selwyn, 2014: vii) are indications that the lessons of the past have not been sufficiently absorbed (Levy, 2016: 102). The phrase ‘exciting potential’, for example, should be banned from all edtech research. See, for example, a ‘state-of-the-art analysis of chatbots in education’ (Winkler & Söllner, 2018), which has nothing to conclude but ‘exciting potential’. Potential is fine (indeed, it is perhaps the only thing that research can unambiguously demonstrate – see section 3 below), but can we try to be a little more grown-up about things?

3 Know what you are measuring

Measuring learning outcomes is tricky, to say the least, but it’s understandable that researchers should try to focus on them. Unfortunately, ‘the vast array of literature involving learning technology evaluation makes it challenging to acquire an accurate sense of the different aspects of learning that are evaluated, and the possible approaches that can be used to evaluate them’ (Lai & Bower, 2019). Metrics such as student grades are hard to interpret, not least because of the large number of variables and the danger of many things being conflated in one score. Equally, or possibly even more, problematic, are self-reporting measures which are rarely robust. It seems that surveys are the most widely used instrument in qualitative research (Sosa Neira, et al., 2017), but these will tell us little or nothing when used for short-term interventions (see point 5 below).

4 Ensure that the sample size is big enough to mean something

In most of the research into digital technology in education that was analysed in a literature review carried out for the Scottish government (ICF Consulting Services Ltd, 2015), there were only ‘small numbers of learners or teachers or schools’.

5 Privilege longitudinal studies over short-term projects

The Scottish government literature review (ICF Consulting Services Ltd, 2015), also noted that ‘most studies that attempt to measure any outcomes focus on short and medium term outcomes’. The fact that the use of a particular technology has some sort of impact over the short or medium term tells us very little of value. Unless there is very good reason to suspect the contrary, we should assume that it is a novelty effect that has been captured (Levy, 2016: 102).

6 Don’t forget the content

The starting point of much edtech research is the technology, but most edtech, whether it’s a flashcard app or a full-blown Moodle course, has content. Research reports rarely give details of this content, assuming perhaps that it’s just fine, and all that’s needed is a little tech to ‘present learners with the ‘right’ content at the ‘right’ time’ (Lynch, 2017). It’s a foolish assumption. Take a random educational app from the Play Store, a random MOOC or whatever, and the chances are you’ll find it’s crap.

7 Avoid anecdotal accounts of technology use in quasi-experiments as the basis of a ‘research article’

Control (i.e technology-free) groups may not always be possible but without them, we’re unlikely to learn much from a single study. What would, however, be extremely useful would be a large, collated collection of such action-research projects, using the same or similar technology, in a variety of settings. There is a marked absence of this kind of work.

8 Enough already of higher education contexts

Researchers typically work in universities where they have captive students who they can carry out research on. But we have a problem here. The systematic review of Lundin et al (2018), for example, found that ‘studies on flipped classrooms are dominated by studies in the higher education sector’ (besides lacking anchors in learning theory or instructional design). With some urgency, primary and secondary contexts need to be investigated in more detail, not just regarding flipped learning.

9 Be critical

Very little edtech research considers the downsides of edtech adoption. Online safety, privacy and data security are hardly peripheral issues, especially with younger learners. Ignoring them won’t make them go away.

More research?

So do we need more research? For me, two things stand out. We might benefit more from, firstly, a different kind of research, and, secondly, more syntheses of the work that has already been done. Although I will probably continue to dip into the pot-pourri of articles published in the main CALL journals, I’m looking forward to a change at the CALICO journal. From September of this year, one issue a year will be thematic, with a lead article written by established researchers which will ‘first discuss in broad terms what has been accomplished in the relevant subfield of CALL. It should then outline which questions have been answered to our satisfaction and what evidence there is to support these conclusions. Finally, this article should pose a “soft” research agenda that can guide researchers interested in pursuing empirical work in this area’. This will be followed by two or three empirical pieces that ‘specifically reflect the research agenda, methodologies, and other suggestions laid out in the lead article’.

But I think I’ll still have a soft spot for some of the other journals that are coyer about their impact factor and that can be freely accessed. How else would I discover (it would be too mean to give the references here) that ‘the effective use of new technologies improves learners’ language learning skills’? Presumably, the ineffective use of new technologies has the opposite effect? Or that ‘the application of modern technology represents a significant advance in contemporary English language teaching methods’?

It’s a good time to be in Turkey if you have digital ELT products to sell. Not so good if you happen to be an English language learner. This post takes a look at both sides of the Turkish lira.

OUP, probably the most significant of the big ELT publishers in Turkey, recorded ‘an outstanding performance’ in the country in the last financial year, making it their 5th largest ELT market. OUP’s annual report for 2013 – 2014 describes the particularly strong demand for digital products and services, a demand which is now influencing OUP’s global strategy for digital resources. When asked about the future of ELT, Peter Marshall , Managing Director of OUP’s ELT Division, suggested that Turkey was a country that could point us in the direction of an answer to the question. Marshall and OUP will be hoping that OUP’s recently launched Digital Learning Platform (DLP) ‘for the global distribution of adult and secondary ELT materials’ will be an important part of that future, in Turkey and elsewhere. I can’t think of any good reason for doubting their belief.

tbl-ipad1OUP aren’t the only ones eagerly checking the pound-lira exchange rates. For the last year, CUP also reported ‘significant sales successes’ in Turkey in their annual report . For CUP, too, it was a year in which digital development has been ‘a top priority’. CUP’s Turkish success story has been primarily driven by a deal with Anadolu University (more about this below) to provide ‘a print and online solution to train 1.7 million students’ using their Touchstone course. This was the biggest single sale in CUP’s history and has inspired publishers, both within CUP and outside, to attempt to emulate the deal. The new blended products will, of course, be adaptive.

Just how big is the Turkish digital ELT pie? According to a 2014 report from Ambient Insight , revenues from digital ELT products reached $32.0 million in 2013. They are forecast to more than double to $72.6 million in 2018. This is a growth rate of 17.8%, a rate which is practically unbeatable in any large economy, and Turkey is the 17th largest economy in the world, according to World Bank statistics .

So, what makes Turkey special?

  • Turkey has a large and young population that is growing by about 1.4% each year, which is equivalent to approximately 1 million people. According to the Turkish Ministry of Education, there are currently about 5.5 million students enrolled in upper-secondary schools. Significant growth in numbers is certain.
  • Turkey is currently in the middle of a government-sponsored $990 million project to increase the level of English proficiency in schools. The government’s target is to position the country as one of the top ten global economies by 2023, the centenary of the Turkish Republic, and it believes that this position will be more reachable if it has a population with the requisite foreign language (i.e. English) skills. As part of this project, the government has begun to introduce English in the 1st grade (previously it was in the 4th grade).
  • The level of English in Turkey is famously low and has been described as a ‘national weakness’. In October/November 2011, the Turkish research institute SETA and the Turkish Ministry for Youth and Sports conducted a large survey across Turkey of 10,174 young citizens, aged 15 to 29. The result was sobering: 59 per cent of the young people said they “did not know any foreign language.” A recent British Council report (2013) found the competence level in English of most (90+%) students across Turkey was evidenced as rudimentary – even after 1000+ hours (estimated at end of Grade 12) of English classes. This is, of course, good news for vendors of English language learning / teaching materials.
  • Turkey has launched one of the world’s largest educational technology projects: the FATIH Project (The Movement to Enhance Opportunities and Improve Technology). One of its objectives is to provide tablets for every student between grades 5 and 12. At the same time, according to the Ambient report , the intention is to ‘replace all print-based textbooks with digital content (both eTextbooks and online courses).’
  • Purchasing power in Turkey is concentrated in a relatively small number of hands, with the government as the most important player. Institutions are often very large. Anadolu University, for example, is the second largest university in the world, with over 2 million students, most of whom are studying in virtual classrooms. There are two important consequences of this. Firstly, it makes scalable, big-data-driven LMS-delivered courses with adaptive software a more attractive proposition to purchasers. Secondly, it facilitates the B2B sales model that is now preferred by vendors (including the big ELT publishers).
  • Turkey also has a ‘burgeoning private education sector’, according to Peter Marshall, and a thriving English language school industry. According to Ambient ‘commercial English language learning in Turkey is a $400 million industry with over 600 private schools across the country’. Many of these are grouped into large chains (see the bullet point above).
  • Turkey is also ‘in the vanguard of the adoption of educational technology in ELT’, according to Peter Marshall. With 36 million internet users, the 5th largest internet population in Europe, and the 3rd highest online engagement in Europe, measured by time spent online, (reported by Sina Afra ), the country’s enthusiasm for educational technology is not surprising. Ambient reports that ‘the growth rate for mobile English educational apps is 27.3%’. This enthusiasm is reflected in Turkey’s thriving ELT conference scene. The most popular conference themes and conference presentations are concerned with edtech. A keynote speech by Esat Uğurlu at the ISTEK schools 3rd international ELT conference at Yeditepe in April 2013 gives a flavour of the current interests. The talk was entitled ‘E-Learning: There is nothing to be afraid of and plenty to discover’.

All of the above makes Turkey a good place to be if you’re selling digital ELT products, even though the competition is pretty fierce. If your product isn’t adaptive, personalized and gamified, you may as well not bother.

What impact will all this have on Turkey’s English language learners? A report co-produced by TEPAV (the Economic Policy Research Foundation of Turkey) and the British Council in November 2013 suggests some of the answers, at least in the school population. The report  is entitled ‘Turkey National Needs Assessment of State School English Language Teaching’ and its Executive Summary is brutally frank in its analysis of the low achievements in English language learning in the country. It states:

The teaching of English as a subject and not a language of communication was observed in all schools visited. This grammar-based approach was identified as the first of five main factors that, in the opinion of this report, lead to the failure of Turkish students to speak/ understand English on graduation from High School, despite having received an estimated 1000+ hours of classroom instruction.

In all classes observed, students fail to learn how to communicate and function independently in English. Instead, the present teacher-centric, classroom practice focuses on students learning how to answer teachers’ questions (where there is only one, textbook-type ‘right’ answer), how to complete written exercises in a textbook, and how to pass a grammar-based test. Thus grammar-based exams/grammar tests (with right/wrong answers) drive the teaching and learning process from Grade 4 onwards. This type of classroom practice dominates all English lessons and is presented as the second causal factor with respect to the failure of Turkish students to speak/understand English.

The problem, in other words, is the curriculum and the teaching. In its recommendations, the report makes this crystal clear. Priority needs to be given to developing a revised curriculum and ‘a comprehensive and sustainable system of in-service teacher training for English teachers’. Curriculum renewal and programmes of teacher training / development are the necessary prerequisites for the successful implementation of a programme of educational digitalization. Unfortunately, research has shown again and again that these take a long time and outcomes are difficult to predict in advance.

By going for digitalization first, Turkey is taking a huge risk. What LMSs, adaptive software and most apps do best is the teaching of language knowledge (grammar and vocabulary), not the provision of opportunities for communicative practice (for which there is currently no shortage of opportunity … it is just that these opportunities are not being taken). There is a real danger, therefore, that the technology will push learning priorities in precisely the opposite direction to that which is needed. Without significant investments in curriculum reform and teacher training, how likely is it that the transmission-oriented culture of English language teaching and learning will change?

Even if the money for curriculum reform and teacher training were found, it is also highly unlikely that effective country-wide approaches to blended learning for English would develop before the current generation of tablets and their accompanying content become obsolete.

Sadly, the probability is, once more, that educational technology will be a problem-changer, even a problem-magnifier, rather than a problem-solver. I’d love to be wrong.

Adaptive learning is a product to be sold. How?

1 Individualised learning

In the vast majority of contexts, language teaching is tied to a ‘one-size-fits-all’ model. This is manifested in institutional and national syllabuses which provide lists of structures and / or competences that all students must master within a given period of time. It is usually actualized in the use of coursebooks, often designed for ‘global markets’. Reaction against this model has been common currency for some time, and has led to a range of suggestions for alternative approaches (such as DOGME), none of which have really caught on. The advocates of adaptive learning programs have tapped into this zeitgeist and promise ‘truly personalized learning’. Atomico, a venture capital company that focuses on consumer technologies, and a major investor in Knewton, describes the promise of adaptive learning in the following terms: ‘Imagine lessons that adapt on-the-fly to the way in which an individual learns, and powerful predictive analytics that help teachers differentiate instruction and understand what each student needs to work on and why[1].’

This is a seductive message and is often framed in such a way that disagreement seems impossible. A post on one well-respected blog, eltjam, which focuses on educational technology in language learning, argued the case for adaptive learning very strongly in July 2013: ‘Adaptive Learning is a methodology that is geared towards creating a learning experience that is unique to each individual learner through the intervention of computer software. Rather than viewing learners as a homogenous collective with more or less identical preferences, abilities, contexts and objectives who are shepherded through a glossy textbook with static activities/topics, AL attempts to tap into the rich meta-data that is constantly being generated by learners (and disregarded by educators) during the learning process. Rather than pushing a course book at a class full of learners and hoping that it will (somehow) miraculously appeal to them all in a compelling, salubrious way, AL demonstrates that the content of a particular course would be more beneficial if it were dynamic and interactive. When there are as many responses, ideas, personalities and abilities as there are learners in the room, why wouldn’t you ensure that the content was able to map itself to them, rather than the other way around?[2]

Indeed. But it all depends on what, precisely, the content is – a point I will return to in a later post. For the time being, it is worth noting the prominence that this message is given in the promotional discourse. It is a message that is primarily directed at teachers. It is more than a little disingenuous, however, because teachers are not the primary targets of the promotional discourse, for the simple reason that they are not the ones with purchasing power. The slogan on the homepage of the Knewton website shows clearly who the real audience is: ‘Every education leader needs an adaptive learning infrastructure’[3].

2 Learning outcomes and testing

Education leaders, who are more likely these days to come from the world of business and finance than the world of education, are currently very focused on two closely interrelated topics: the need for greater productivity and accountability, and the role of technology. They generally share the assumption of other leaders in the World Economic Forum that ICT is the key to the former and ‘the key to a better tomorrow’ (Spring, Education Networks, 2012, p.52). ‘We’re at an important transition point,’ said Arne Duncan, the U.S. Secretary of Education in 2010, ‘we’re getting ready to move from a predominantly print-based classroom to a digital learning environment’ (quoted by Spring, 2012, p.58). Later in the speech, which was delivered at the time as the release of the new National Education Technology Plan, Duncan said ‘just as technology has increased productivity in the business world, it is an essential tool to help boost educational productivity’. The plan outlines how this increased productivity could be achieved: we must start ‘with being clear about the learning outcomes we expect from the investments we make’ (Office of Educational Technology, Transforming American Education: Learning Powered by Technology, U.S. Department of Education, 2010). The greater part of the plan is devoted to discussion of learning outcomes and assessment of them.

Learning outcomes (and their assessment) are also at the heart of ‘Asking More: the Path to Efficacy’ (Barber and Rizvi (eds), Asking More: the Path to Efficacy Pearson, 2013), Pearson’s blueprint for the future of education. According to John Fallon, the CEO of Pearson, ‘our focus should unfalteringly be on honing and improving the learning outcomes we deliver’ (Barber and Rizvi, 2013, p.3). ‘High quality learning’ is associated with ‘a relentless focus on outcomes’ (ibid, p.3) and words like ‘measuring / measurable’, ‘data’ and ‘investment’ are almost as salient as ‘outcomes’. A ‘sister’ publication, edited by the same team, is entitled ‘The Incomplete Guide to Delivering Learning Outcomes’ (Barber and Rizvi (eds), Pearson, 2013) and explores further Pearson’s ambition to ‘become the world’s leading education company’ and to ‘deliver learning outcomes’.

It is no surprise that words like ‘outcomes’, ‘data’ and ‘measure’ feature equally prominently in the language of adaptive software companies like Knewton (see, for example, the quotation from Jose Ferreira, CEO of Knewton, in an earlier post). Adaptive software is premised on the establishment and measurement of clearly defined learning outcomes. If measurable learning outcomes are what you’re after, it’s hard to imagine a better path to follow than adaptive software. If your priorities include standards and assessment, it is again hard to imagine an easier path to follow than adaptive software, which was used in testing long before its introduction into instruction. As David Kuntz, VP of research at Knewton and, before that, a pioneer of algorithms in the design of tests, points out, ‘when a student takes a course powered by Knewton, we are continuously evaluating their performance, what others have done with that material before, and what [they] know’[4]. Knewton’s claim that every education leader needs an adaptive learning infrastructure has a powerful internal logic.

3 New business models

‘Adapt or die’ (a phrase originally coined by the last prime minister of apartheid South Africa) is a piece of advice that is often given these days to both educational institutions and publishers. British universities must adapt or die, according to Michael Barber, author of ‘An Avalanche is Coming[5]’ (a report commissioned by the British Institute for Public Policy Research), Chief Education Advisor to Pearson, and editor of the Pearson ‘Efficacy’ document (see above). ELT publishers ‘must change or die’, reported the eltjam blog[6], and it is a message that is frequently repeated elsewhere. The move towards adaptive learning is seen increasingly often as one of the necessary adaptations for both these sectors.

The problems facing universities in countries like the U.K. are acute. Basically, as the introduction to ‘An Avalanche is Coming’ puts it, ‘the traditional university is being unbundled’. There are a number of reasons for this including the rising cost of higher education provision, greater global competition for the same students, funding squeezes from central governments, and competition from new educational providers (such as MOOCs). Unsurprisingly, universities (supported by national governments) have turned to technology, especially online course delivery, as an answer to their problems. There are two main reasons for this. Firstly, universities have attempted to reduce operating costs by looking for increases in scale (through mergers, transnational partnerships, international branch campuses and so on). Mega-universities are growing, and there are thirty-three in Asia alone (Selwyn Education in a Digital World New York: Routledge 2013, p.6). Universities like the Turkish Anadolu University, with over one million students, are no longer exceptional in terms of scale. In this world, online educational provision is a key element. Secondly, and not to put too fine a point on it, online instruction is cheaper (Spring, Education Networks 2012, p.2).

All other things being equal, why would any language department of an institute of higher education not choose an online environment with an adaptive element? Adaptive learning, for the time being at any rate, may be seen as ‘the much needed key to the “Iron Triangle” that poses a conundrum to HE providers; cost, access and quality. Any attempt to improve any one of those conditions impacts negatively on the others. If you want to increase access to a course you run the risk of escalating costs and jeopardising quality, and so on.[7]

Meanwhile, ELT publishers have been hit by rampant pirating of their materials, spiraling development costs of their flagship products and the growth of open educational resources. An excellent blog post by David Wiley[8] explains why adaptive learning services are a heaven-sent opportunity for publishers to modify their business model. ‘While the broad availability of free content and open educational resources have trained internet users to expect content to be free, many people are still willing to pay for services. Adaptive learning systems exploit this willingness by deeply intermingling content and services so that you cannot access one with using the other. Naturally, because an adaptive learning service is comprised of content plus adaptive services, it will be more expensive than static content used to be. And because it is a service, you cannot simply purchase it like you used to buy a textbook. An adaptive learning service is something you subscribe to, like Netflix. […] In short, why is it in a content company’s interest to enable you to own anything? Put simply, it is not. When you own a copy, the publisher completely loses control over it. When you subscribe to content through a digital service (like an adaptive learning service), the publisher achieves complete and perfect control over you and your use of their content.’

Although the initial development costs of building a suitable learning platform with adaptive capabilities are high, publishers will subsequently be able to produce and modify content (i.e. learning materials) much more efficiently. Since content will be mashed up and delivered in many different ways, author royalties will be cut or eliminated. Production and distribution costs will be much lower, and sales and marketing efforts can be directed more efficiently towards the most significant customers. The days of ELT sales reps trying unsuccessfully to get an interview with the director of studies of a small language school or university department are becoming a thing of the past. As with the universities, scale will be everything.
